A pursuit you should have declined does not just fail at the end — it costs you the whole way through. It consumes your best proposal people, your subject-matter experts, and your executive sponsors. It sets a deadline that every other opportunity now has to work around. And it does all of this while the deal you could genuinely have won gets a rushed, under-resourced response.
The wrong pursuit is rarely obvious in the moment. It looks like a real opportunity, the customer is engaging, and declining feels like giving up. A structured go/no-bid decision cuts through that — it makes the cost of pursuing visible before you have spent it.
The eight-category qualification framework
Every opportunity is scored across eight weighted categories. The weights reflect how much each factor moves your real probability of winning.

| Competitive Position | 17% | How you stack up against the field — established presence, differentiation, and any structural advantage or disadvantage. |
| Solution Fit | 17% | How well your capability meets the stated requirement, without heroic gap-filling. |
| Business Case | 12% | Whether the margin at a realistic win probability justifies the cost of bidding. |
| Resource Availability | 9% | Whether you can field the right team to produce a genuinely competitive response by the deadline. |
| Risk Factors | 8% | Contractual, commercial, delivery, and governance risks that sit outside your normal operating experience. |
| Opportunity Cost & Trade-offs | 9% | What you give up elsewhere by committing your bid resource here. |
| Reputational Risk | 8% | The damage to your reputation from a weak submission, a delivery failure, or the association itself. |
Reading the Pwin score
The weighted score produces a Pwin. Three bands turn that number into an action.
| Pwin | Band | What it means |
|---|---|---|
| 60% and above | Go | A clear, well-qualified opportunity. Resource it to win. |
| 35–59% | Conditional | Winnable, with gaps to close. Proceed only with a clear reason and a plan to address the weak categories. |
| Below 35% | No-Bid | Decline. The resource is better spent on a stronger pursuit. |
| Any no-bid gate triggered | No-Bid | No-Bid overrides the score regardless of Pwin. |
Five gate questions
If the answer to any of these is a hard "no", the score almost does not matter — walk away.
- Do we have a genuine relationship with the people who decide, or are we bidding into a black box?
- Can we actually meet the stated requirement without gambling on capability we do not yet have?
- Is there a realistic path to win against the existing supplier and the known competition?
- Does the business case survive a realistic — not hoped-for — win probability?
- Can we resource a competitive response by the deadline without cannibalising a better pursuit?
Seven red flags
- You heard about it late. The requirement is already shaped — probably by someone else.
- No relationship with the decision maker. You are guessing at what actually matters.
- The existing supplier is strong and the customer is happy. You are the stalking horse for a re-compete.
- The requirement is a stretch. Winning means promising capability you will scramble to deliver.
- The price to win destroys the margin. A win here is a loss with extra steps.
- The timeline is punishing. A rushed response signals exactly that to the evaluator.
- Nobody can say why you would win. If the team cannot articulate the theme, neither will the proposal.
