What is a Bid Qualification Score — and why does it matter?

A plain-English introduction to the score behind every good go/no-bid decision: what it measures, how it is built, and why a structured number beats a hunch.

What is BQS?

A Bid Qualification Score (BQS) is a single, structured measure of how well-qualified an opportunity is — how likely you are to win it, and whether it is worth pursuing at all. Instead of arguing in a meeting, you answer a consistent set of questions about the opportunity and let the model do the weighing.

The score is deliberately boring in the best way: the same evidence always produces the same number. That consistency is what makes it useful. It gives everyone in the room a common language and a shared, defensible starting point for the decision.

The eight categories

A BQS is built from eight categories. Each looks at a different part of what it really takes to win.

1. Customer Relationship

Do you have genuine access to the people who decide, and do they trust you? Deals are won by relationships long before they are won by proposals.

2. Competitive Position

Where do you stand against the field? Presence, reputation, and real differentiation all shape whether you start ahead or behind.

3. Solution Fit

How well does what you offer match what the customer actually asked for — without hoping to build the missing pieces along the way?

4. Business Case

Does the deal make commercial sense? A win you cannot deliver profitably is not really a win.

5. Resource Availability

Can you put the right people on this — both to write a winning proposal and to deliver if you win?

6. Risk Factors

What could go wrong that is outside your normal experience — unusual terms, new markets, tricky governance?

7. Opportunity Cost & Trade-offs

What do you give up elsewhere by pursuing this? Every pursuit is a choice not to spend that effort somewhere better.

8. Reputational Risk

What is the damage to your name from a weak bid, a delivery stumble, or simply being associated with this work?

What is Pwin?

The categories combine into a Pwin — your probability of winning, as a percentage. Three simple bands turn it into a decision.

PwinRecommendation
60% and aboveGo — a strong, well-qualified pursuit.
35–59%Conditional — winnable, with gaps worth closing. Proceed only with a clear reason and a plan.
Below 35%No-Bid — the resource is better spent elsewhere.
Any no-bid gate triggeredNo-Bid — overrides the score regardless of Pwin.
